Can my boss sign off on terms attached to a purchase?
NO! Signing on behalf of the campus creates potential personal liability for the employee! The State will provide defense and indemnification of the employee while the employee acts within the scope of their public employment; only those employees designated on Form VIII-AC 1782 Authorized Signatures for Contracts that is filed in the NYS Comptroller's Office are authorized to sign and are, therefore, acting within the scope of their public employment.
